England bin collection rules to change from April with new recycling requirements

The Express · 8 Jul 2026

Bin collection rules in England are changing from April next year under the government's Simpler Recycling programme. Households will need separate containers for food waste, paper and cardboard, dry recyclables such as plastic, metal and glass, and non-recyclable rubbish. Councils retain some flexibility over whether those containers take the form of bins, bags or stackable boxes.

By March 2026, all households should have collections for key recyclables, with most homes receiving weekly food waste collections. Kerbside collection of plastic film — including carrier bags and food wrapping — follows by March 2027, according to the Express. The changes are intended to end the postcode lottery under which accepted materials currently vary between council areas.

Recycling rates in England have been stuck at around 44–45 per cent since 2015. The government argues that standardising the system will make recycling simpler for residents, who will be able to recycle the same materials at home, at work and at school.
